The General Office of the People's Government of Hunan Province recently issued a plan for Hunan to implement the "China-Africa 10 Partnership Actions." By 2027, the plan will significantly improve the quality and scale of Hunan-Africa trade, further increasing the province's national share. Hunan will create an array of benchmarks in trade prosperity, industrial chain cooperation, and connectivity. The province will build long-term mechanisms for economic and trade collaboration and exchange with Africa, and will continue to promote the construction of China-Africa economic and trade cooperation service systems, contributing to the establishment of a "national team" for local economic and trade partnership with Africa.

近日,，湖南省人民政府辦公廳印發(fā)《湖南省落實(shí)中非“十大伙伴行動(dòng)”實(shí)施方案》（以下簡(jiǎn)稱《實(shí)施方案》）,。《實(shí)施方案》提出,，到2027年,，湖南省對(duì)非貿(mào)易質(zhì)量和規(guī)模將有顯著提升，全國(guó)占比將進(jìn)一步提高,。湖南將在貿(mào)易繁榮,、產(chǎn)業(yè)鏈合作、互聯(lián)互通等方面打造一批標(biāo)桿,。構(gòu)建起對(duì)非經(jīng)貿(mào)合作交流長(zhǎng)效機(jī)制,，持續(xù)推進(jìn)中非經(jīng)貿(mào)合作服務(wù)體系建設(shè)，為打造對(duì)非經(jīng)貿(mào)“國(guó)家隊(duì)”貢獻(xiàn)力量,。

The 10 partnership actions for modernization to deepen China-Africa cooperation cover the areas of mutual learning among civilizations, trade prosperity, industrial chain cooperation, connectivity, development cooperation, health, agriculture and livelihood, cultural and people-to-people exchanges, green development, and common security.

中非“十大伙伴行動(dòng)”涵蓋文明互鑒,、貿(mào)易繁榮、產(chǎn)業(yè)鏈合作,、互聯(lián)互通,、發(fā)展合作、衛(wèi)生健康,、農(nóng)業(yè)民生,、人文交流、綠色發(fā)展和共建安全等領(lǐng)域,。

The plan proposes that Hunan will build a China-Africa Economic and Trade Headquarters Building and a China-Africa Economic and Trade Digital Comprehensive Service Platform. The province will encourage the leading enterprises and investment institutions in economic and trade cooperation with Africa to settle in a pioneering zone for in-depth China-Africa economic and trade cooperation, continuously expanding the scale and fields of new barter trade with Africa. Hunan will carefully plan the China-Africa Economic and Trade Expo (CAETE) and a series of CAETE promotional activities in Africa, and will continue to operate the CAETE permanent pavilions. The province will host an international, professional, and market-oriented CAETE, striving to generate over 60 million CNY of market-based revenue by hosting the expo from 2025 to 2027.

《實(shí)施方案》提出,，湖南將建設(shè)中非經(jīng)貿(mào)總部大廈、中非經(jīng)貿(mào)數(shù)字化綜合服務(wù)平臺(tái),。推動(dòng)對(duì)非經(jīng)貿(mào)合作龍頭企業(yè)及投資機(jī)構(gòu)落戶中非經(jīng)貿(mào)深度合作先行區(qū),。持續(xù)擴(kuò)大對(duì)非新型易貨貿(mào)易規(guī)模，拓展易貨貿(mào)易領(lǐng)域,。精心謀劃中非經(jīng)貿(mào)博覽會(huì)及博覽會(huì)走進(jìn)非洲等活動(dòng),，持續(xù)運(yùn)營(yíng)好中非經(jīng)貿(mào)博覽會(huì)常設(shè)展館，不斷提升國(guó)際化,、專業(yè)化,、市場(chǎng)化辦會(huì)水平，2025至2027年力爭(zhēng)中非經(jīng)貿(mào)博覽會(huì)市場(chǎng)化收入累計(jì)超6000萬元人民幣,。

The plan emphasizes that Hunan will:

《實(shí)施方案》強(qiáng)調(diào),，湖南將：

- Accelerate the layout of public overseas warehouse systems in Kenya, Tanzania, Nigeria, C?te d'Ivoire, South Africa and other countries;

在肯尼亞、坦桑尼亞,、尼日利亞,、科特迪瓦,、南非等國(guó)家加快布局公共海外倉(cāng)體系；

- Build a multimodal transport system from the central and western regions of China to Africa by waterway, road, railway, and sea;

建設(shè)中西部地區(qū)對(duì)非水陸鐵海多式聯(lián)運(yùn)體系,；

- Set up 20 public overseas warehouses in Africa from 2025 to 2027;

- Operate 1,800 freight trains through the Hunan-Guangdong-Africa rail-sea intermodal transport service by 2027;

- Advance Hunan's medical, pharmaceutical, and medical device enterprises to expand into the African market, invest in vaccine, drug, and medical device production projects in Africa, and enhance Africa's local production capacity;

推動(dòng)湖南醫(yī)療,、醫(yī)藥、醫(yī)械企業(yè)拓展非洲市場(chǎng),，在非洲投資疫苗,、藥品,、醫(yī)械等生產(chǎn)項(xiàng)目,，提升非洲本土生產(chǎn)能力；

- Expand the scope of agricultural technology exchanges and cooperation to help African countries solve food problems;

擴(kuò)大農(nóng)業(yè)技術(shù)交流和合作范圍,，助力非洲國(guó)家解決糧食問題,；

- Continue to explore the mode of "foreign aid project plus industrial chain cooperation," sending a total of about 50 agricultural experts from 2025 to 2027 to train a total of about 5,000 African agricultural technicians; and,

持續(xù)探索“援外項(xiàng)目+產(chǎn)業(yè)鏈合作”模式，2025至2027年?duì)幦±塾?jì)派出農(nóng)技專家50人次左右,，累計(jì)培訓(xùn)非洲農(nóng)業(yè)技術(shù)人員5000人次左右,；

- Create about 10000 mu (667 hectares) of hybrid rice demonstration fields, demonstrating and promoting the mechanization of agricultural production in more than five African countries.

示范推廣雜交水稻1萬畝左右，在5個(gè)以上非洲國(guó)家示范推廣農(nóng)業(yè)機(jī)械化生產(chǎn),。
